About Darrell
An education policy researcher, civil rights and social justice advocate, and author whose work is deeply grounded in his roots in the Deep South. As a U.S. Air Force veteran and first‑generation doctoral candidate in Education Policy, Organization & Leadership (EPOL) at the University of Illinois at Urbana–Champaign, Darrell bridges scholarly research and community‑based practice to challenge systems of power and expand opportunity.
As Founder and Executive Director of The Paschal Foundation Inc., a 501(c)(3) nonprofit, he leads a mission‑driven effort dedicated to empowering veterans and expanding access to VA benefits.
Focus Areas
Designing strategies that expand access to VA benefits, improve outreach and navigation, and center the lived experiences of veterans—particularly Black veterans and those historically marginalized in policy decisions.
